1. How do I convince my parents to letting me go to anthrocon with my friend when im only 15 but hes 18.
I don't really know, you have to have parental permission, not just being with an over 18. I think they now accept written permission, but I think the AC staff are much more qualified at answering this.
2. Where did you get your tail or how did you make it.
A local friend made it.

Not always, the collar starts to chaff and I don't want the tail getting damage, special occasions usually.
